The phrase "cost certainty" is used by the NHL (hockey league) owners
in arguing that they are losing money due to spiralling salary costs and need to be able to predict future expenses with greater confidence. The players union vowed not to accept a "salary cap" but later seemed to agree to one in principle; however, negotiations broke down over the amount of the cap. So it seems "cost" was more important than "certainty." ;-)
